Would that fit a 2000 SN 196?

I think it will fit anything. There might be someone on here that has that bracket and mirror on a 196. Maybe they will chime in.

Yes it will fit. I have the exact unit on 2000 SN196.

Does it fold down easily? Depending on time of year/water depth we can have windshield frame pretty close to boat lift canopy frame as we come in/out of boat lift. the mirror on there right now is not as good at a PTM but is just a one hand push it down as we approach the boat lift event.
